Hillary Clinton, in my opinion - I'm afraid at this point I'm not sure how else to put this - acts like an idiot (of late and/or too often). This is my recent experience with her:

It's not supposed to be about fear (in terms of how we select our leaders), and yet as long as President Bush and others can have some political success with both fear and/or negative campaigning, it will certainly continue. Clinton ad on Obama story below
